** HELP** cant receive incomming calls???

Hey can someone help me, since I went with a new sim card I cant receive in coming calls?? If someone trys to call me a little note pops up saying

I can call out, send and receive messages and use the Internet, can someone please help me, I have a samsung galaxy.

First try rebooting the phone, if it still happens do a factory reset.

Settings > Privacy settings > Factory data reset
