Apps Help, Creating a a view youtube videos App

so this is basicly a video app that lets me to get people views, likes ,comments, for money, and i will by my self enable the public t watch videos for money, the problems is my knowledge about java and php is basic, and new, i did't even know how to start or where to start, i would really appreciate if anyone who ismore professional in this matter to be with me in this project, or at least give me tips how to start, the idea is very promising and i have been planing it for almost a year, if anyone really interested leave me a reply please.

no, i am not a complete beginner i already made 2 or 3 apps, but i really need a partner for this project.
