hi guys im looking to buy my first android phone, iv been torn between the htc wildfire and the orange san francisco and have a budget of

You could go for Orange San Francisco now. It is a favorite phone for many users, who like to experiment with it. I suggest you read about it before you buy it.
Otherwise, you could wait for Wildfire S (to be released in May/June).

Am I right in thinking the wildfire s has the same specs as the san fran? I know the origional wildfire wasn't too hot at playing games so will the updates version be the same or comparable to the san fran?

HTC has recognized that the crappy screen resolution (QVGA) in Wildfire was a problem. So, in the new Wildfire S they have upgraded it (HVGA). This helps very much in browsing or apps compatibility.

San Francisco has even higher screen resolution, but it becomes laggy.
Wildfire S has a new Sense UI and will have a good support from HTC. Besides, it has a better camera with flash.

Regarding gaming, I think both phones are more or less the same. They all rely on weak Arm 11 600Mhz CPU and Adreno 200 GPU.
If you want gaming, you need to increase your budget. For example, SE Xperia Play is now hot.
