hmm was able to find it ONLY by clicking "get it for free" on here Google Voice | Web & communication software | TechHive

leading to official https://play.google.com/store/apps/details?hl=en&id=com.google.android.apps.googlevoice

what gives?

let's leave it up - for others looking for it

It depends on what country your in. Your overseas so that particular country probably isn't eligible for the app. I'm in the US and the Google Voice app is in the Play Store here. You probably can't get the Google Keyboard from the Play Store where you are at either.
