try wifi for your google account
or try taking the sim out connect to wifi and sign into your google account

Anyhoo, what do you mean locked? The phone is SIM locked and looking for a PUK code? You did a factory reset and are at the activation screen? The draw pattern was entered too many times and now the gmail password has to be entered?
