I think what you are asking about is tethering ... using your data connection on your phone to access the internet on a PC it's connected to. The answer is yes, but with conditions. Most carriers in the U.S. permit tethering with an additional data plan specifically for that service. In other countries, it may already be part of a regular data plan. You'll need to contact your carrier for the details.
There are ways to bypass the carrier restrictions, but those would be in violation of your agreement and we really can't support that.
