Help: not receiving picture texts

[Android Question]

I have a Samsung Galaxy s4, Jellybean operating, Carrier is Telus

I cannot receive texts that contain pictures. This occurs regardless of if wifi is on or not. I have tried with the messaging app and the google hangout app.

Any advice?

Thanks

You can't receive texts with wifi.

The question is, are you receiving the text but not the picture, or are you not receiving the text at all? (Texts and pictures get to your phone in 2 different ways, so it's important.)
