Which carrier and model do you have? Are you paying for hotspot service on your phone? If not, install this app as it will allow you to tether over WiFi and Bluetooth:

FoxFi - Turn Android into free WiFi Hotspot (no root)

O2 uk..galaxy s3.. do not pay for hotspot its free

On the international version (which you have) you go into Android settings....

Under "wireless and networks" go to "more settings" then "Tethering and portable hotspot".

Turn it on and configure it. I recommend changing the Network SSID and password.

i have already done that but it is only hit and miss when it works

I seriously recommend that you try the app that I linked in my previous post. It has never failed me for my tethering needs.
