Help understanding Google play

I need advice regarding Google play.
Have only used it to download apps so far
But was looking at the movies and there are 2 or 3 I am interested in.

I just wondered how the rent and buy works
Do you have a limited time if you rent?

If you buy are they actually yours?
If I download a movie to my nexus 7 can I move it to my PC to save and rewatch at a later date?

Here's how it works ... if you rent a movie or TV show from the play store, you have a limited time to watch it. Here's what Google says ...

Once you've rented a video on Google Play, you'll have two time periods that correspond to your rental.
  • The amount of time you have to start watching your rental after completing your rental transaction (rental grant period).

Was hoping it worked similar to my kindle books to buy, then pick up where you left off on any PC gadget.
Is there a similar site that would work better for me, to save bought movies on PC and add to my nexus 7 ?
 
can ChromeCast play any 'pinned' (offline) movies from a Nexus 10 maybe? i'd like to watch my library on my large HDTV but my internet is too slow to properly stream them
