help! what photo app lets you do this?!

any idea how to produce a photo like this? I thought I had all the best apps and not one of them lets you do this. any insight?

It's some sort of Double Exposure. I did a quick test with PicSay Pro and got this in about a minute (needed a lot more work to fade out the second exposure); with a little work you can make any picture look any way you want.

Yea, it looks like double exposure, but with a cell phone camera, its more than likely the cat just moved when the picture was taken.
