Im new to using rooted androids and could use a little help. Ive noticed theres not much on here about my phone (HTC EVO Design). Im wondering is it possible to use another phones kernel on my phone so I can overclock my phone?

Putting a kernel from another phone onto your phone can be very dangerous. And would likely brick your device until you could flash a kernel designed for your phone. So, before you flash anything, I recommend you find the RUU for your device, just in case you need to go back to stock.
Apparently the Evo Design is just a rebrand of the HTC Hero S, so any ROMs/Kernels compatible with the Hero S have a high probably to work for the Evo Design. I don't know if Hero ROMs are compatible with Hero S ROMs, though. You'd have to do more digging on that.
