Help HELP with my built in download manager!!!!

So i rooted my Galaxy S4 but after messing around with a few apps i downloaded my phone isnt downloading nor updating anything whatsoever. I did a factory reset to my device and the problem persists.... is there anybody that can help me get this fixed????

So did you uninstall any system apps?

yes i did ...the thing is that i use a lot of greenify and system app remover {ROOT}, so i might have tapped somthing i wasnt supposed to by mistake? that could be my best guess on how it happened.
