Root Help with root

I've unlocked the bootloader but cannot seem to root.

How to root Motorola Photon Q 4G LTE XT897 (CWM Recovery installation guide included)

I'm following this guide, and everything works til step 6. When I try to hit AP fastboot, it reboots my phone and just goes to the main screen.

Help?

It's like CWM isn't even sticking. I even tried TWRP and that did not work.

Its a well documented problem that since asa14 the original motofail2go exploit no longer works. The phone has also always had an issue with holding a custom recovery that was flashed to it via adb. For this phone id recommend getting TWRP 2.5 and flashing that via adb and then catching it before the main system boots thereby preserving the custom recovery. From there you can root and boot into the main OS and use an app to flash your prefered custom recovery.
