I have an LG l33l with an SD card however I cannot put anything on that card. The "move to SD card" is grayed out. When downloading an app it doesn't give me an option to install on the SD card

Do any of your user-installed apps have the button not greyed-out?
This feature hasn't been standard since 4.0, but some manufacturers have added it back. The fact that you have the button at all suggests your phone supports it, but it also requires the app to allow it. Many app developers don't (and of course no pre-installed app can be moved), so if a particular app has it greyed-out it most likely just means that app doesn't support it. If none of them allow it then it may suggest a problem.

Has the SD card been formatted? Can it be read by a PC? It may be a faulty card.
You cannot download/install apps straight to the SD card (even when it is working as it should) you have to install on the phone and then move them. Every app will always leave part of itself on the phone internal memory even if you move it.
