I would be very wary of downloading apk files from an unknow/untrusted/unverified app store... as they often come with malware and other unwanted security problems.
you probably want to solve your google play store problem instead.
What phone/android version are you on? what part of the world are you in? how are you connecting to the internet? what error messages do you have?

Is the time on your device set correctly,if so try going to settings>apk manager>all apks,find google playstore,clear cache,then find google play services,clear data and cache,then restart your device.
