if you want to unlock your bootloader so that you can root your phone, you will need to:
1. go to htcdev.com
2. follow directions to unlock bootloader
3. install twrp:https://twrp.me/htc/htcu11.html
4.flash magisk zip:https://forum.xda-developers.com/apps/magisk/official-magisk-v7-universal-systemless-t3473445

if you are talking about unlocking a sim card.....that is something that needs to be done with your carrier.
