I guess i should have worded my question differently. I know it is a system file. what i wanted to know is what it does? As the file says simlock i assume it is a way to lock a sim card. Could that be done remotelu? Say by an adminastrator?

no you will need to gain root for that to happen. what phone do you have?

ok so your phone is rootable if it has the exynos chip. but like i said earlier you will need a computer to gain root access and can't be done on the fly.
