how do i get past my samsung stratosperes sim card screen

I'm only guessing it is asking for you to mount the Sim card. If it's already, you might want to remove it and reinsert. For the best support you really should check in with the Stratosphere people. They own your phone and know exactly what you are looking at and how to fix it. Here is a link for to that area:
