Hello all! I have a droid incredible 2 and I can't send or receive picture/video messages with using my 3G. That being said, my bill is thru the roof because I've gone over my usage....

Help....is there a way to view these messages without the 3G???

Nope... 3G is requires to see them on you phone. Best bet is to turn off downloading of images/files and wait until your monthly data counter reset.
