why is my htc one not saving my contacts

We'll need more information to guess what the problem is.
What exactly are you doing in order to save the contacts? Are you trying to save them as phone only, as google contacts, or to the SIM? Or are you trying to sync them from your GMail account? If so it might be that they are syncing but your phonebook app is showing the wrong category - go to the People tab of the phone app and click on the word "Phonebook" and select to view all categories.
But if it's not that, please post again and tell us exactly what you are doing so that we can work it out. "It's not working" isn't much to go on
