How can I get my metro pcs sims card to work in my t mobile Samsung note 4?

You have to call Metro customer service and give them the SIM# and phone IMEI to get it activated.

Does the phone not have to be unlocked?

Since T-Mo owns Metro and they use the same network, I don't think so. But a call to cust. service will get you a definite answer.
