how do i get pictures off my computer to my phone

Hello and welcome to the forums, mandy.
First be sure to have the drivers installed on your computer that correspond to the manufacturer of phone you have (Motorola, HTC, Samsung, etc).
Depending on which Android phone you have, there is a menu path to the USB debugging check box in the applications manager; make sure that is checked.
Connect your USB (charging) cable to the device and to a USB port on your computer. If it's running Windows, you'll see a prompt to view files, then you can just go to the drive letter that your computer "sees" the phone as.
Then just go to the folder where you have your pics and copy or drag them to a gallery folder or other folder you've set aside for that purpose.
