Were do i get the new ip address from an how do i change my ip address for the 3g an i just found how to change the wifi ip address but were to get new ip address from to replace the old one can u help me thanks

As far as I know you can not change your ip address when using 3g.
On wifi, there are two ways to obtain an IP address. The first is set a static address if the server allows it and the second and most common is Dynamic in which your IP address is assigned to you by a DHCP server. To request a new address, just reconnect your phone and you will automatically be assigned an IP address.

The reason why I ask because I got banned of the cb chat radio app I think they block my phones ip address my lil brother was using it an he got me banned.

Try talking to the app creator, maybe you can convince them it was't you on your phone. You could use a proxy, but I don't recommend it. Other than that, your screwed.
