What kind of phone do you have?
On most versions of Android, when you plug in your phone you see a little USB icon in the notification tray. If you drag the tray down and tap on "USB Connected" It will give you the option to connect to your PC as storage. Sometimes, though, the problem is as simple as a bad USB cable.
