Zedge is good, each uploaded ringtone quality may differ from poor to great. Some of the new ringtone apps that are basically MP3 make your own are really great quality.

Blasphemy... But you can make ringtones on iTunes. Use your mp3's and setup a 30 second sound clip to export (or a different time, but you can select any portion of the song you want).
