I got it back and it had the start button and had to go through set up and putting my gmail account in and everything
But was watching a video online and it keep redirecting so couldn't watch the event
Out of curiosity does it do it on any site or is it just particular ones? I won't lie to you, I've visited sites that always try to redirect the browser but if I visited say a news site like bbc it won't. You could reset your phone as many times as you want but some sites will always try to open one of those pop ups.
On the phone they said every phone gets flashed before it leaves but how would that explain memos and photos still on the phone

Check out this Android Police article. There's some good advice to try near the end. It used to work for me. Meanwhile looks like we'll have to wait until April for Google to officially address this Cherome browser issue.
So finally got it back. Put note with phone saying don't send it back unless browser fixed

If you got a new motherboard, they almost certainly flashed it to stock. If you had any malware or adware previously, it's not likely to be there now. Just be careful about the apps you install and the websites you visit.
Those pop-ups are the scam. It's called "scareware" to scare you into clicking on a link to "scan and fix" which is actually the attack vector. I hope you didn't click on any links in the pop-up.

If you're using the banks app, then the browser shouldn't affect it at all and you're safe. If you use mobile banking through the browser, just verify that you have a secure (encrypted) connection.
