Help Home screen apps are unresponsive to open

A few days ago my Sony Xperia T (running Jelly Bean 4.2.1) started having a problem - when I select any app to open on my homescreen they are completely unresponsive, the touch registers on the screen but all of them refuse to open. I've tried pretty much everything I can think of to fix the problem, first I turned the device on and off for a punt, which didnt work. Then I went through all my apps to make sure there was nothing out of the ordinary on my device and as far I can tell there isnt. I next installed a task manager app to kill all processes, again this did nothing. I then installed a virus scanner to scan all the files on my phone but nothing was found. I then decided to clear all of the devices files by restoring it, this fixed the problem for about 10 minutes before the problem returned. I then re-installed Jelly Bean 4.2.1 on my device, which again fixed the problem only temporarily. So I have no idea what the problem is, when using the device to do anything else the touch screen is completely responsive, so I have no clue why all my apps just refuse to open.

Any help would be much appreciated.
 
Do your apps open from the app draw?
Also is it the app widgets that refuse to open our just the apps?
 
It's both, apps function if they are already open, but the widgets on the home screen refuse to launch, the icon just bounces to the touch, same goes for apps in the tray. I've reinstalled jellybean and wiped the entire phone's memory and it still happens. So I don't know what to do next

When you say you've wiped the phones memory did you perform a repair install of your firmware via PCC?
And if so did you restore a backup after?

It sounds to me like your system is corrupted, have you tried a repair install of your firmware via sus (Sony Update Service) and then let your phone run for a day or two without downloading any apps to see if this solves your problem, if it does then you can slowly start adding your apps and then if it goes wrong again then it's probably one of the last apps you've installed.
