Help Home screen will not change after reboot

My screen has the real time bubbles or whatever, but when I go to home screen settings, turn off notifications and choose a "Still" theme, whenever I reboot, it reverts right back to the moving screen, which kills battery. I have done a factory reset and same result. Any ideas?

In settings, applications, ALL, do you have an app called "live wallpaper picker"?
Total stab in the dark here but you could try clearing data in it.
Or even try disabling it
EDIT just tried it with mine and both options are greyed out, sorry
Have you checked in settings, security, device administrators to see if the bubble thing is there?
