There is a thread over on XDA and it seems someone has managed to fix the homescreen lag. See here
Its quite complicated for normal users but I think some devs have started incorporating it into their roms now.
Also I noticed someone has done a fix for android.policy.jar for KH3 deodexed here saves trying to do it yourself.
