Help Homescreen wallpaper doesn't move anymore and cannot set camera on silent

So I've been having 2 issues with my phone recently and have no idea how to fix them. My wallpaper used to shift a little every time I'd change the page, yet it just stopped doing so out of nowhere. Secondly, while in camera mode, there is no option to change the shutter sound to silent. I am only given sound options 1,2, and 3. Does anyone here know how to help me fix these two problems?

Have you changed home screen applications? If so/not what are you running? Stock TW?

The camera shutter sound isn't a bug, there just isn't a silent option. If you choose to root there are modded camera.apk's to add in an option for silent shutter.

I have the same problem with the lack of screen shift; I removed a couple of apps and the "Sprint media" screen and its gone. Adding a blank screen or a widget doesn't recover the wallpaper movement. Everything is stock.
