Apps Hooking up google drive to android app?

If I'm programming a app for personal use is it possible to connect to my google drive account to use the files from there? The only thing I found out so far was that if you wanted to do so you had to join a google thing and pay $25?

Surely that isn't the case if it's not for distribution?
