There is a way to enable hot-spot feature without root. I take no credit for the actual finding of the hack but here it is
Go to
Settings
Mobile data
Access point names
Internet
Scroll to apn type
Erase the last and replace with dun
Restart phone

They don't offer it on daily or family plan the two highest paid plans they have I'm on daily plan and use 300+ gig's a month bc my phone runs whole houses internet

Even if you only had a 2GB hotspot limit if you download ( free WiFi hotspot ) from your app store the application bypass your hotspot shut off limit I use the hotspot on my phone for all my devices Roku laptop two tablets P.S4 and a 4K Vizio

There's an app called pdanet+ I just started using it yesterday, and it works wonders. You don't need root, no extra money, and it's unlimited.

You'll have to download that app on both phones, and enable hotspot
