Hotspot unable to turn on?

When trying to turn on the portable wi-fi hotspot on my aunt's android coolpad 5860e, the option for turning the hotspot on is greyed out and unselectable. The wi-fi has been turned off, and we are paying for the hotspot access, so why can't I turn it on? I am able to access the network settings, though.

If you're paying for the hotspot and it's not turning on, I'd take it up with your carrier. Perhaps there's some provisioning they need to do on their end to rectify the situation.
