How can I force Android into "Optimizing Apps x/xx" process?

Erase the ART/dalvik cache.

However, you'll need a custom recovery to do this. With a stock setup a factory reset would do it, but that isn't going to help you I assume.
 
Usually the stock recovery has an option to wipe the cache partition. To get into recovery mode try this:
-power off the device
-hold the volume down and power button at the same time until you get to the bootloader screen
-tap volume down until recovery is highlighted
-press the power button to select recovery

Once you see the little opened up Android:
-hold the volume up key and then tap the power button.

This should bring up the recovery menu. Once you see that use the volume buttons to navigate to wipe cache partition and use the power button to select the option.

After it's done, choose the option to restart the device.
