Is the phone a Huawei, because it looks like an Optimizer notification. Maybe indicating amount of mobile data used, etc. If you pull down the notification shade, there should be a message associated with it.

Determining which app or service an icon relates to can be a real chore. Try perusing through your Settings >> Apps menu, and be sure to include System-level apps. Most of the icons that show up in the Notification bar will be the same or at least similar with variations to their respective apps.
