Root How can I intentionally delete Android OS?

So I have a T-Mobile Galaxy S3 (SGH-T999, out of warranty) and I came across after flashing stock 4.3 that the System Memory was eating up 19.95 gb of memory. Just before I accidentally bricked my phone and managed to revive via sd card. I tried to factory reset and reflash a new rom on to my phone several times to no avail.
So now i figured that if i delete my current OS completely and flash a new rom via odin i could solve my memory and bootloader problem.
Yea/Nay? Help?

I think there must be a typo there, because no way was system using 19.95 GB of memory.

I can't see that deleting the OS (i.e. formatting /boot and /system) is needed. Flashing a new ROM overwrites the old one. The best advice I have is to ask in our S3 root forum, since it's the people familiar with the particular phone will be best placed to diagnose and solve your problem.
