How can I put the wallpaper full screen?

Notice the two black bars on top and bottom which cut off the view of the picture . Is there a way to change that? Even if it means a transparent drop down bar for the icons ?

Can you doublecheck the resolution of the wallpaper? what dimensions does it have? What model android device are you using?

I'm not sure as I'm using an app to get the pictures and it doesn't specify . I'm using an LG Marquee ROM CtMod 8.0

I'm simply using background HD and putting the picture to full screen but it isn't going fullscreen.
