Nope. Note that it is RECENT apps, not RUNNING apps. That's just a list of static thumbnails representing applications which you've used. The list persists after a reboot, too.
There is zero correlation between an app appearing in the Recents view and it actually running in the background.
Even if there was, obsessively killing background apps is a bad thing. It interferes with the process lifecycle management already built into Android and can actually make the phone work harder.
I still maintain that it's completely unnecessary from a performance standpoint, but at least there is a way to clear those if you just don't like the clutter.
