How do I create a folder (for files) on my homescreen/desktop (Android 4.2.2)

Using Android 4.2.2. How can I create a folder for files on my homescreen? When I tap-hold on an empty space, there's no option to create a folder. Rather, what appears is the "Choose wallpaper from" dialog.

but that creates a folder for apps. I'd like a folder for files (e.g. text files, PDFs, etc)

Hi, I create folders for such files using ES File Explorer - it has an option to 'add to desktop' which puts a copy of the file icon on your homescreen. When you've copied two or more you can create a folder in the same way as with apps ie drag and drop one file icon on top of another, then drag and drop other file icons into the created folder.

I've only used ES so don't know whether other file managers have the same/similar option.

Astro and Fx also has the desktop file shortcut folder.

Basically, you need a file manager app that supports desktop shortcuts.
