Help How do I format a USB/SD to FAT32 on Android?

I have a SD card that can't be opened after trying to install SteamOS onto my new PC using it for reasons I don't know(The install failed)And a MicroSD with 2 drives neither of which can be formatted, deleted, etc.

I'm using an Asus 2 in 1 with Android JellyBean 4.1
(I was using a USB-SD/MicroSD adapter)
