What do I need to do on my S4 while traveling out of the US?
I want to turn off auto updates and data while traveling.

You can simply go into your settings and disable the mobile network connection but some apps or services may prompt you to turn it back on.

There are data disable apps that have a persistent feature that makes sure then data connection stays off, search the play store fr data disable.

To disable Auto Update feature, Open Play Store app and then tap the 3 dot icon, tap settings, tap Auto-update apps and select the option you want

My last couple of phones have had a separate setting to disable "data roaming" (though I turn data off in addition anyway). I don't know the S4's menus, but would assume it has this too.

To add to what Hamiddg says, you get options to turn auto updates off completely (which I always do anyway - I like to see what's changed before deciding whether to update or not) or to only auto update on WiFi, which may also suit you.
