I assume you just upgraded to ICS? That's the phone prompting you to choose a keyboard (3rd party one including). As far as I know, the only way to disable it is to root and install a custom ROM that gives you the option not to show it.

I have not upgraded to ICS. this is not a prompt to
choose a keyboard. Its the clipboard symbol. For some reason it
just pops up, often overlapping the text I'm trying to type. How to get
rid of it?
