How do you do this? (Temp and conditions on the home screen)

Sorry guys,

I don't own a droid - My wife has one. But apparently she saw something today on a friend's phone that she wants.

Since I don't have the phone to play with and her friend is a non-tech I can only imagine this feature is either an app or a feature that needs to be enabled.

What app is this? (or is it a default feature)?
