Help How do you enable Call contact by holding phone to ear?

Only works in certain applications like Samsung's contacts, messaging (SMS/MMS), Samsung Email, etc. It's called Direct Call, and you can enable in the motion settings.

It pretty much has to be a stock Samsung app. And you have to be using TouchWiz. If you enabled a third party launcher (Apex, Nova, Go, etc), it won't work.

So if this works with the Samsung stock apps, could this feature not be incorporated into another sms app such as Handcent, or a launcher such as Nova?

Yep. Launcher doesn't effect the sms or contacts app.

This function is samsung proprietory so you wont see it in other applications

It still works if you're using a third-party launcher (it works just fine on mine running GoLauncher). It just won't work if you're using a third-party contacts app, or possibly if you're using another third-party app that prevents some of Samsung's proprietary software from running. It definitely works with a third-party launcher though.
