How do you stack apps on top of one another on the Note 2?

On my DNA you just long press the icon for the second or third app and drag it over one already on the screen. That doesn't seem to work on this phone. Isn't this the way it's supposed to be done in jelly bean?
 
You have to know that you are using Samsung's own launcher (TouchWiz) which I always found to be limiting. Even their TouchWiz widgets are proprietary to TouchWiz and doesn't play nice with other launchers. It is as Caloy said. There's no way around that using the stock TouchWiz launcher from Samsung.

You can get around that by using another 3rd party launcher if you want.
 
Yep with Go Launcher you just drag one app on top of another and it creates a folder. It even asks you to name it.
 
For launchers, it'll be dependent on the user. There's Go Launcher, Nova Launcher, Apex, TSF Shell, Holo to name a few. Plenty to choose from.
