I found an android (I didn't steal it) in a parking lot early in the morning. I'm charging it because it was dead and it has a password on it. I'm wondering how to erase all the memory to factory defaults along with the password so I can get into the phone. Its Samsung, I'm not quite sure if that helps but I've herd you could use foil on the battery and put it on backwards and turn it on it it will do it. Please can someone help me? If someone doesn't come claim it I would like to keep.
 
Yeah, if you can identify the carrier by something on or in the phone, contacting them or the police might be your best bet at returning it to the rightful owner.

Barring any lack of identification, it might be hard to tell which carrier it came from--there's lot of Samsungs on lots of carriers. The typical way of getting past the lock screen is to use your Google login credentials, which you don't have.

Also, the retailer for the parking lot might be a good place to leave either the device or your contact info in case the owner returns looking for it.
