I dont think you're likely to find much info on how Google works with the OEM as that's generally private business information.
However, I can tell you that they mandate certain requirements if the OEM wants to include the Android Market and other Google apps (GMail, GTalk, etc.)
Also from what I understand, low level hardware drivers are developer by the OEMs/chip makers and for that I'm sure they collaborate with Google privately as the drivers are generally closed source binaries.
Other than that though, I think your guess is as good as the next guy
