How the heck do i open a command prompt in android sdk?

how do i do this? If i click emulator it opens and closes really fast. how exactly do i open a command prompt in tools?

Run normal CMD through windows

I tried that and it says 'adb' is not recognized ad an internal or external command, operable program or batch.

I have instructions for deleting pre installed apps after rooting. I can follow the instructions. Just need help with that one thing. No links, i dont have internet on my computer.
