How to access contact app

[bicycleman]

I'm new to Android and just got a 7" tablet running ICS. Sorry if this question has been answered before but I can't find it in my searches. I'm trying to figure out how to add contacts for email. There is a app showing in settings called contacts but how do I get to it? Perhaps this only works with Gmail which I do not use? I'd like to tap the TO in email and have a list of email addresses come up.

Thanks for any help
