Apps How to add \tools and \platform tools in PATH?

Please help me, I'm stuck in this. I'm unable to install a test app in an emulator. On a website, I read that if I enter "adb install appname.apk" in cmd prompt, the file will install. But I think I made a mistake updating the PATH file.

Here are my locations:

For Tools: C:\Users\home\Android Developer Learning\Android SDK\android-sdk\tools
For Platform Tools: C:\Users\home\Android Developer Learning\Android SDK\android-sdk\platform-tools

Please tell me step by step, how to add it. Am I missing anything?
